ただ、注意しなければならないのは、我が国のITの後進性は、「ITシステム」ではなく、「ITリテラシー」にあるということです。

つまり、システムとしてのITではなく、教育か意欲とか嫌悪とか忌避とか、そういう人間の「気持ち」の問題です。
