The meaning of a word "labor" includes "pain" or "enforcement".

If it is "pain", the shortend working hours might progress automatically.

However, if the progress doesn't work well, the "enforcement" cannot be helped.

On the other hand, if "human being are conservative by nature" and the rapid "enforcement" happens,

I am afraid that we cannot avoid some problems against the enforcement.
