I am reading a law "Act on Regulation of Human Cloning Techniques", but I cannot understand the legislative points.
After the World War Two, any law has been supported to add the legislative purpose. Because whoever can understand it.
Unfortunately I can't understand it about this law.

I can't understand the following phases in the Article 1.
"Safety for human life and body, and maintenance of public order"
Though I know that laws should be described as superordinate concepts in order to support many matters for wide fields, there should be some subordinate concepts at the beginning of constitution establishment.
I want know the points but I don't find them as of the moment.

The following issues are in the book "medical ethics for nursing students".
- Prejudice and discrimination is promoted
- Problems in family and parent-child relationship
- Possibility that contrary to the natural order to human cloning
- Possibility perish caused in a position close to the slaves human clone
I think that the issues seem to be non-sense, and the writer also knows that.

I think that the legislative points are "we don't understand the harmful at the present, so we prohibit the actions for the moment".
I think It is no problem.
For example, there seems to be no person who thinks that a life in a radio-active contamination area should be safe by danger decided.
I am sure that the person's feeling of "I don't like the Clone unconsciously" made this law.
