Or maybe that kind of opportunity never happens in their life, however I think that's fine.
という訳で、私の「プログラムをしないプログラム教育」とは、「エクセル(スプレッドシート)を利用するもの」になると思うのです。
So, I think "program education without programming" means "using Excel (spreadsheet)".
さらに言えば、"OS"、"ファイル"、"フォルダ"という言葉は、特に必要はありません。そんなもの知らなくても、エクセルは動くからで("保存"と"開く"だけ覚えればいいです)。
Furthermore, the words "OS", "file" and "folder" are not necessary. Even if they don't know that, Excel will work (they just have to remember "save" and "open").
とは言え、今回改めて見直してみると、私は、「具体的なことを何も書いていない」と思います。

の4条件が必須だと思いました。

私、かなり長い時間をかけて、上記4条件を満たすような書籍を探したのですが、ないんですよ。

というか、1ページ目から、セルに数字を放り込ませる教本がないのです。

上記5条件には遠く及びませんが、上記(1)だけをギリギリ満たしそうなサイトを見つけました。
