で、私が提案したいのは、「ラマダン」です。
This time, I want to propose "Ramadan".
「ラマダン」とは、イスラム教の行事で、一定の期間(1ヶ月)の日照時間中は、水も食料も一切口にしてはならない、というものです。
"Ramadan" is a event for Moslem, they don't drink and eat anything from sunrise to sunset for a month.
これは、貧困で食事が取れない人の辛さを「実感として体験しよう」という試みです。これを「偽善」と考えるかは、個人の自由ですが――
This is a kind of case study of a sympathy for starving people. Some people might think that this event is full of hypocrisy, however, I believe,
私は、『批判して立ち去るだけのモラリスト』の奴らよりは、はるかに「善意」だと思っています。
This is a better wish than moralist who criticize and move off.

で、日本でも、「ラマダン的 スモーキング フリー」を試みてはどうか、と考えています。
My propose is "smoking free period, based on Ramadan style".
ただ、スモーキングフリー(禁煙)には、ラマダンのような社会的な意義が見い出しにくいので、立法化してしまいましょう。
But it is difficult to find out a moral standpoint, so let it be enacted into law.
立法趣旨は、健康増進と禁煙促進、で良いでしょう。
The purposes will be for health and anti-smoking.
実施内容は、2週間程度の国内の完全禁煙と、たばこ販売の一斉停止(刑事罰規定あり)。密告への奨励金制度を入れても良いかもしれません。
Contents of implementation include totally non-smoking in Japan for about two weeks, and stopping of tobacco sales(There is criminal penalty provision). We may enter a subsidy system for informants.

マスコミは、政治家や芸能人、企業の社長などを、その期間見張り続けて、違法行為があれば、大々的に放送して、ブランド価値を、思いっきり低下させてやれば良いと思います。
The media continues to watch politicians, entertainers, presidents of companies, etc. during that period. If there is an illegal act, I think that we can broadcast it extensively. It is good to lower the brand value exceptionally.

ただ、私の求めていることは、そういうことではありません。

たった2週間の禁煙だけで、「たばこの煙の暴力的な臭さ」は、喫煙者の方でも十分に理解できるようになるからです。
Only anti-smoking for only two weeks makes it possible for smokers to fully understand the "violent smell of tobacco smoke".
これは、喫煙、禁煙の両方の経験者として、私が断言します。
I can tell you that, as an experienced person both in smoking and non-smoking.
